Description
I have this saved under meme recipes because of the oats, but it's actually really good. The "Bolognese" is more of a meat and carrot stew, and it's served alongside a "risOATto" with quick oats, seasoned with Parmesan cheese. My brother generated this recipe as a joke with ChatGPT, and I wanted to test it out and turn it into an actual dish.

- 2 cup (160 g) Quick oats ($0.54)
- 1/4 tsp (2 g) Salt ($0.00)
- 2 tbsp (15 g) Grated parmesan cheese ($0.19)

Instructions
1.  Cut the carrots and onion into a large dice and add to a dutch oven with olive oil. Just cover with water and bring to a boil. Boil until all liquid has been cooked off. Set vegetables aside.

2.  Over medium heat, spray pot with olive oil and cook garlic for about a minute. Add in the meat and mash with a wooden spoon to break up clumps. Cook until browned

3.  Stir in the diced tomatoes, tomato sauce, basil, oregano, and red pepper flakes. Season with salt and pepper to taste. Add the vegetables back in, and add the vinegar

4.  Reduce heat to low and let simmer for 30 minutes, stirring occasionally. Stir in balsamic

5.  Meanwhile, in a separate saucepan, bring water, oats and salt to a boil. Reduce to medium low and cook until tender. Mix in some grated cheese at the end (risOATto style)

6.  Serve the oatmeal in bowls, and top with the bolognese
